That's pretty deep! One reference I found regarding shallow planting vs. deeper planting was that if one wanted them to multiply more slowly, deeper planting was recommended. And I think it was on an old PBS thread, that someone had observed them blooming on top of the soil where they had been tossed. If that is true, shallow is good!
