In my experience, delays are all here in the US. Anything that has to go through APHIS is delayed. Sometimes forever. For example a few seeds from England that were sent last February never got here. Aphis said they were holding them for postage. However, those items that were not intercepted came right through. Czech Republic, 8 days.
