pbs v. 48. Issue 25 internal postage on seed from abroad

This issue continues to be a mess under this administration and to my 
knowledge it violates an international postal convention.

Historically, proper postage affixed to the outside of the package destined 
for a quarantine station covered the journey to the final destination, i.e., 
from the quarantine station to  the address of  the assigned holder of the 
numbered green-and-yellow  permit quarantine sticker.  Aything less than 
this, it seems to me, constitutes a violation of the international postal 
convention, which, as I understood it,, had the status of a treaty. Let us 
all write our congressmen/congresspersons.

With the "improved " organization of federal departments, divisions and 
bureaus, resulting in greater security, greater efficiency, and the rapid 
rebuilding of New Orleans back to its original status (of about 1740?), the 
erosion of what was a stable and working postal system has revealed what 
some of us thought all along:

"Fixed" also means its opposite, as in pet animals.  And what is the 
opposite of the "Midas touch" ?
