General tips on soaking seed:

Sheer laziness! I start them soaking, keep an eye on them and tend to 
them as required, but sow only when I'm in the mood to go through the 
requisite rituals. It gets tiresome cutting the heads off those 
chickens, you know, and the voodoo gods are fairly demanding. (Is 
joke)

No. I'm actually opposed to trying to force seeds to germinate.

Regular changes of water prevent this. The only rot is in infertile 
seeds, generally speaking.
