Pizzoccheri is eaten in Valtelina and adjacent Italian speaking parts of Graubünden.  I don’t think there is any German or Rhaeto-Romance name for the noodle.  To me, it tastes nothing like soba, and you certainly couldn’t substitute one for the other.  But then, you wouldn’t substitute occhi di lupo for fettucini in a simple butter sauce, though they are both made from wheat.
 
Overcooked cabbage is folkloric; in Italian cavolo riscaldato is a standard expression of disapprobation.  But I'm not familiar with similar expressions in other languages.
