Cynthia, I can’t cite an early publication from Price himself, but
Woodcock
and Coutts (predecessors of Woodcock and Stearn) state that Price
introduced
the dwarf alpine form in 1912. That might help narrow down your search.


On the other hand, W&C do give this reference to an article written by
Price
much later:
W.R. Price in Gard. Chron., 3rd ser,. lxxxlx, p. 70 (Jan. 1931)
