Laura and Dave. Excellent suggestions. I don't think that postage due has been done away with by the USPS If it has, maybe it could be reinstated. An alternative might be a tax stamp or a variable rate stamp which woud cover whatever is due, not unlike the current Liberty Bell "forever" stamp which for $0.42 will still be good if postage goes up, which started out at $0.41.
