Iris magnifica, Eremerus himalaicus

I need some help or maybe moral support for Iris, too.  I got year old seed for Irismagnifica from SIGNA last December.  I kept it in the fridge until mid-January, then planted it in seedling pots with artificial warmth and light.  In early March, I moved the seedling flat outside.  So far, nothing.  Meanwhile, some of the other seed I planted last year is finally germinating, so I’m certainly not going to give up hope.  My questions for the group are: am I doing something wrong?  Is there something I can do to encourage germination?  The mix I used was ½ commercial potting mix and ½ sand.

In the hills here, it is typically cooler, windier, and summer later than down by the Bay.
