Hi Judy,
I think the problem is with the adaxial leaf surface accepting the spray and 
others here will probably be able to confirm this.

Personally I would add more surfactant to the spray, washing up liquid will 
do; I'd ensure that the spray formed a fine mist to prevent droplets forming 
and running off the leaf and I would spray on a cloudy day to lessen any 
risk of evaporation of the spray. I'd also spray pre. flowering at the leaf 
rosette stage as the plants will be in active growth and spraying early will 
avoid further spread if you have the bulbil producing form Ranunculus 
ficaria ssp. bulbilifer.
