Both eBay and PayPal are very careful to avoid errors and have measures in place to counteract and prosecute fraud. I've told Tomas tht the faujlt is probably largely his for not filing a claim before the time limit --and perhaps for not following procedures in place, not insuring his shipment, and possibly lack of understanding of what procedures were needed to bid. eBay warns against bidding if you do not understand the language you are bidding in, i.e., procedures. Other possibilities are that the package could have gone astray. Does Sweden have quarantine issues and procedures for entry of plants?
