tree peony 'Major Howell'

While browsing for tree peony information this morning, I stumbled on a site which offers a tree peony named 'Major Howell'.
 
Can anyone confirm that this peony is named for the Major V.F. Howell who ran a seed exchange in the 1960s? His address back then was FireThorn, Oxshott Way, Cobham, Surrey, England.
