Hi John,
Its an experiment in progress. I used Reflectix plastic rolls for the first time last winter (Lowe's, etc.).  They survived the winter with no obvious degradation and I am reapplying them this year.  Its like mini-bubble wrap between two sheets of plastic and aluminized.  Some light gets through.  The quality of the plastic is much better than bubble wrap.  
The cactus bed did quite well last winter and it was a cold one.  I think it may have gotten a bit too warm for the Lycoris which had full foliage at the end of March!  That was not good for them so I am adjusting the coverage a bit this year.  I decided to try this since I need to keep the cactus dry and the tarp I used didn't provide enough protection for some of the agaves.  Everything else I just mulch heavily.
