algae and moss in seedling pots

I've had problems this year with algae and moss infesting the top layer of my outdoor seedling pots and trays, which seems to be detrimental to some of the seedlings.  I am tediously removing the infested layer and replacing with clean DG, as pictured here (one row remaining.)

I am afraid an algae/moss inhibitor also harm the seedlings.  I have not had this problem in previous years.  We've actually been quite dry after an early wet season in October and November.   Any suggestions?
