recycling excess soil

 I have alot of excess soil/media from past propagation projects.  Does anybody know about cost-effective methods to sterilize and recycle excess soil?  Perhaps someone knows a wholesale nursery in California that does sterilize and reuse their soil? I'd like to re-use the excess soil/media for future propagation.

Good day, my name is Michelle Domocol. I just moved to the Aptos,
      California area and have decided to propagate some bulbs from seed
      indoors. Do you know where I can find the soil temperatures for
      propagating bulbs in this area? Are there any fact sheets on your
      website I could use? The seeds I\'m propagating are Allium
      membrariaceum, Zigadenus fremontii, Triteleia lugens, Allium
      campulatum, Tritelia brandgesii, and Allium sanbornii.
