Pacific Coast Iris - best time to transplant?

I pulled one rhizome up to inspect for what Kathleen described and the growth stage matches exactly.

http://flickr.com/photos/gastils_garden/… has active root growth on new shoots. The roots are white and firm and more than one inch long.

Weather here is closer to John's than Kathleen's; we do not expect rain soon and it is in the 70's. So I will combine advice from all three responses. I will prepare the new bed first (I will do as Peter suggests and mix in less-aged compost) before digging up the clump, will work fast so the roots do not dry, and wet in the new planting with stored rain water.

Here is what they look like in bloom, in April.

Yes they are from the SB Botanic Garden but the garden sells plants grown by local nurseries so that does not narrow the identification. The original tag is long gone.

(Note to Peter: I tried the Glyphosate "surgery" twice on this clump in past years and it knocked back the grass but only temporarily. A variation on the glove method, I covered the clump with clear plastic, then poked holes and pulled the grass thru, so as only to spray the grass, then removed the plastic once dry.)

Thank you all for the advice. This list is awesome.
