GIMP = "GNU Image Manipulation Program". Very powerful, if you're 
willing to take the time to learn it, especially as it's freeware. 
Scaling an image in the GIMP is pretty easy, as are other simple 
operations like cropping, basic fills, edits, and transformations, image 
file type conversions, etc. but if you want to do more advanced things 
the learning curve can be steep and some things are less than intuitive. 
That said, it's been my go-to image editing for years.
