Hi Tim
We have a composting contractor in our town who rents space at our DPW yard 
They take leaves from street collection and waste from arborist companies in the area and sell the compost 
I haven’t used it due to the quality of the input material. 
Street leaves must be loaded with waste from automobiles such as oil products and brake lining dust. 
I have used compost from organic composting facilities in some of my potting mixes
