Yes. One needs a phyto to import any bulbs or plants, regardless of whether they will go into a private garden, a park, or a garden centre. There are certain areas which have diseases or insects that are not present in Canada, so plants from those areas would fail the inspection, would not be given a phytosanitary certificate, and can not be imported into Canada.
