I sow them in either the fall (October) or spring (April/May), generally as 
soon as I get them.  I get better germination with bottom heat.  The seedling 
mix I use is a mixture of coir, granite sand and pumice. I start them in a wet 
mix in plastic bags under lights.  I open the bags when I see some 
germination, and remove them a few days later.  I keep them fairly wet for the first 
couple of months. They seem to prefer some warmth during this period.  

Generally, I get either very good germination or none at all.
