I do not want to miss anything in my comments. I find that the individual marking of each packet in a shipment (in one box) ridiculous. They could be numbered and listed on the permit itself as is now required. It sounds like this was written by bean counters, not bean growers. I have chased all of the references in the above main proposal and will post the addresses if you would like. Gary
