Hi,

Thanks a lot Lee.  It is hard to keep up with changes in government 
regulations and I do like to comment.  Who knows what government agencies do with the 
comments--probably some agencies actually bother to think about the comments, 
whereas other agencies probably give them short shrift.  

APHIS is a wonderful agency in many ways, but I think they do make mistakes 
and I've never observed them to reduce rules over the years.  I do think they 
are now trying to undo the havoc they recently wrought--but will they undo 
problems or simply make more.  However, I must commend them on the ease of 
obtaining a permit for seed import--but at the same time I castigate them for making 
the process so hard to figure out for the typical gardener.

Sunny here, very nice, relative humidity is quite low of us at 16%,  cool
