Why use the green and yellow label at all? Couldn't I have the sender address the outside of the package to myself, and include the permit inside as usual. When customs opens the package and comes upon the permit would they not have to divert it to the APHIS for inspection? APHIS could return it to postal system for ultimate delivery to my residence.
