Is there a U.S. version of phytosanitary requirement

Hello:
A change in thinking.
Does the FAO list the whole U.S. as the pest area of Radopholus similis, 
and the California and Alaska have applied to be not in the Radopholus 
similis blacklist of Taiwan? 

But in the regulations there is some pests for geophytes which only occur 
in California, but not the much of other states.
Such as Rhizoglyphus echinopus: only in California and Texas. (It in the 
limited not prohibited list in Taiwan)
