Speaking of fluorescent lights - we used to mix cool white and warm light fluorescent tubes to get a good spectral mix. A more expensive alternative, but still cheaper than LED is to mix in an aquarium tube - many are formulated specifically to be plant friendly. Shmuel Jerusalem zone 9b
