Tulipa humilis 'Albocaerulea Oculata'

Any suggestions on how to grow this and keep it going from year to year?

I've had it a couple of times in the past and after the first year it's just 
gradually faded away. It's become available in garden centers the last year or 
so and I'd really like to make it a permanent plant, not a transient one.

Is the issue likely to be...

1. That I grow it in pots? My garden soil is far too heavy and winter-soggy for 
most tulips.

2. That I usually don't fertilize it?

3. That it isn't given a real baking in summer?

4. That the soil composition is too peaty and not sandy enough?

5. That the soil pH is wrong?

Any comments welcome.
