B., the problem is that bulbs are notoriously sensitive to basal rots by fungi and bacteriae. Manure is known to be a source for them, this is why most expereinced gowers would never use it wether fresh, old or dehydrated (dehydrated does not imply it is old and worn). It is most easy to replace as a source of organic nitrogen by using a quality commercial compost as a mulching. This is perfectly safe and nutrients will be leached into the mix/soil with waterings.
