Ledebouria socialis

Hi,
I have a pot of Ledebouria socialis apparently and I'm not sure when to stop watering it. I would also like to transplant it as it has many offsets in a small pot (maybe 3" tall and wide). I assume its better to transplant it while it's dormant, no? I've had it outside until recently since the nighttime temps are dipping too low for my comfort level, and have already let it dry out a bit. Could I just let it remain dry until spring? It seems to be sitting in typical store bought "potting soil" so I'm afraid it wouldnt dry out fast enough. Any guidance would be much appreciated! Thank you
