I've been treating outdoor bulbs with one of the systemic granules such as Bayers grub control for lawns, I believe the active pesticide is Imidacloprid.  Just to be clear, I'm pretty sure this is one of the pesticides blamed for bee declines so you may choose to look into it more, narcissus bulb fly is not listed under recommended uses, and bulb flies are not a grub rather a fly maggot. 
I've mistakenly thought that other grub killer granules might work such as those containing sevin, but based on the number of maggot infested bulbs the next summer I would have to say no, it did not.  Crane flies as well as other flies are listed for the Imidacloprid so that's why I chose it in the first place.
Hope that's helpful, obviously I'm not a pesticide expert so keep that in mind as well!
