Are you sure about that? My reading of the Q & A seems to suggest that
plants with a phyto can be admitted.

year they came up with this huge list of plants now prohibited from the US.
My center of interest is Hemerocallis, so there will be no new registered
daylilies coming to Europe. It doesn't seem to affect seed, and no bulbs
are listed; but it is a large list of newly prohibited plants, and not even
a phyto will get them admitted.William YoungAzores, Portugal
