Selling and shipping bulbs.

It is worth pointing out that the postage alone can prevent some vendors from satisfying customers.  When buying from South Africa, the postage can be several times the price of the bulbs, so replacement becomes prohibitive.  
On the other extreme, China subsidizes international postage to a ridiculous extent.  When I buy something from China that is unsatisfactory, I always find that return postage is always far more than I paid for the item.  I once received a seed packet from China with postage marked 0.00 so I know that was subsidized.
