Prepaid shipping labels for US seed imports?

Mike,
You need to get your permit labels directly from APHIS (the agency where
you got your permit).  The labels are free once you have your permit, but
are not prepaid.  My guess is, if you want to prepay then you will have to
pay the seller directly before shipping.
