ordinary bulbs

We finally had a springlike day today in Massachusetts, after a cold and 
endless-seeming winter. It did snow a bit 3 days ago.

The crocuses are doing what crocuses do, successfully, and the 
Chionodoxa also.

I note that my established daffodils and tulips have put up about 2 
inches of leaves.

Last fall (probably a bit late) I planted some daffodils and tulips, and 
none of them has sprouted a bit.

Is this normal for newly-planted bulbs, or do I have some kind of vermin 
plague or other disaster? Can new bulbs wait in the ground for a year 
and appear next year?

Yes, I know, patience...
