Bulb cuttings, with a portion of the basal plate, is a way to relatively
quickly produce a large (depending on the species) number of clonal
propogars from a bulb.  The resulting plants will flower about the same
time, sometimes a year sooner, than seed grown plants.

The advantage, from the nursery trade perspective, is that all the plants
are clones that will be identical to the parent.
