Not sure where “The Gimp” name goes from as I’ve never seen it referred to anything other than GIMP.  Currently GIMP 2.1   This is an open source (ie free) program that is very similar to Photoshop and pretty much uses the same features.  Both are very powerful programs but a bit much if you only want to reduce the size of a photo.   

Gimp.org has the download link if anyone is interested.  Photoshop users will have no issues using it but if you are new to photo editing something opensource and much smaller will be easier and faster.
