If you're on Windows, there's an excellent free image editing program called Paint.net. Don't be confused by the name, it's actually a general-purpose image processing app, and it's very good at resizing, cropping, and filtering images. It's also very easy to use compared to Photoshop, and the documentation is pretty good. And it's free.
