Tropaeolum polyphyllum

Hello from W. Wales, UK. I have a T. polyphyllum in a 20 litres pot in
a very free draining gravely medium. It has been there for 5 years now
and although it makes a very lush growth early in the year its leaves 
begin to yellow off from the base around may to June time, which is
then progressive through the early/mid summer. It has not as yet ever
produced a flower bud. I tend to keep it on the dry side and feed
sparingly with a seaweed based fertilizer.
Any advise as to how to treat it better to encourage flowering would
be appreciated.
