New regulation on seed imports into Europe

There is a section in the regulations about "plant passports" being used for
transfer of plants within the EU. I was focused on the phyto thing, so I
didn't try to figure out what those passports are, or if they apply to all
plants and seeds, or just certain situations.

That's the thing that surprised me the most. The regulation was actually
enacted three years ago, to take effect in December 2019. So somehow we all
missed it for three years. Considering the potential effect on seed
exchanges, and seed exporters in places like South Africa (who rely a lot of
sales to Europe), you'd think we would have heard of this before.

It makes me worry about what other regulations around the world we might be
missing.
