USDA seed interceptions increasing?

Mine were all Lathyrus. But I don’t know about the others who had their seeds confiscated. I know that none of them knew about seed import permits or anything like that. The vendors were also all surprised. The New Zealand vendor also sells Clivia and Dahlia seeds so it’s possible the other victims had seeds of those confiscated as well.
