Hi Jane, I have had great luck limiting rodents by planting alliums around the perimeter of my garden combined with planting the tulips as deeply as I can (using an auger attachment on a power drill). I also cut cubes of Irish spring soap and wrap in nylon stockings and place them throughout bulb planted areas. It’s the same scent as professional rodent repellent products but far cheaper and effective to make at home.
