I did a lot of research on this topic last year when the new regulations
came into effect. I am 99.9% certain that we could legally include Australia
and New Zealand in the US-based seed exchange. Shipments to Australia would
need a "supplier's declaration," which is basically a written note on PBS
letterhead. You also have to check that the seeds supplied are on the import
"whitelist," but that can be checked online. It would be reasonable to ask
that the member making the request do that check, and assume the risk that
the seeds will be seized if they ask for a prohibited item.

I don't think you even need the supplier declaration for New Zealand, but
you do still need to check their whitelist.

It would definitely add some complexity to include those countries, but the
issue is more logistical and financial than legal, in my opinion.

I'd be glad to share the details if anyone is interested.

As for bulbs, I didn't even try to research that because I assumed it would
be too difficult.
