An explanation of this that made a lot of sense to me is that this is a scam to get good reviews. The seller has another party buy their seed, then mail it to a random address in the US. (Our addresses have been packaged and sold all over the world. Shipping of small packages from China to the US is close to free by a treaty the US and China signed.) The buyer then gets to review the seed. This helps push down negative reviews of fake seed of blue orchids, rainbow strawberries and striped daffodils. The packages cost far more for the US Postal Service to deliver than the postage that is specified by treaty, so US Postal Service customers are helping pay for this scam. Returning an item costs far more than the original purchase price of the item. Shipping a similar package across a single US State costs far more than the cost of shipping from China. Anything bought from China via Amazon also takes advantage of this subsidy. This situation is killing many small businesses, who need to pay full shipping costs.
