Summary for growing saffron bulbs

Just circular cages. The chicken wire does look "better" after a few
seasons, when it begins to rust. 

Unless you live in a climate with an excessive amount of rain in the summer
(that excludes me), bulbs which are dormant in summer can be planted at any
time in summer. It certainly could not make a difference if the corms were
planted now, as opposed to later next month.
So you could plant the corms now, and wait until August or September to
water them, but the crocuses need to form roots before they flower. (See
attached illustration.)
