  At least as of  the 1998 issues, permission to "photocopy" would certainly seem to allow scanning (since many photocopiers use a scanner).

  We made back issues of Calochortus available last year and I used a great free application called pdfsandwich to run OCR on the pdfs. Michael, you should check out pdfsandwich - it takes about 20s to turn a file of scanned pages into a pdf that's searchable and whose text can be copied and pasted.

I have scanned in Herbertia 1953-1960. Pdf'd them into searchable docs. It
takes about a week of off and on work to do an issue.
 In the 1998 issue it is stated " Material appearing in HERBERTIA is
copyrighted but may be photocopied for limited distribution for
noncommercial scientific or educational purposes for the advancement of
knowledge."
Not sure if that gives permission to make them available as searchable pdf
documents online or as a disk/ memory stick. to members.
IF the pbs feels they wish to make the material available, then I could
continue on with the project as I have time.
