I can't answer to the Allium but I ca to the Triteleia lax. My wild collected plants bloomed about a month ago. The trade ones are blooming now. The wild collected ones seem well behaved, but the trade ones can become a weed in my yard. If they are the trade plants cut off the seen heads once they have bloomed and before the pods split to avoid the seed spreading everywhere. They can be transplanted any time after the flower stem has dried up has dried up as you have time. Just dig them up move to where you want them and wait till October / November to water. No summer water necessary. Here west of Salida CA I try to let the ranis do the watering. If the early rains don't come by November 1st I will irrigate on Nov 1 and in dry years once a month if necessary through budding. Once they flower no water.
