 Yes, this is all consistent with what SA Bulb told me, and why they use DHL.  A big box of bulbs cost me about $150 for the shipping, but the prices of the plants themselves were so reasonable that for a large enough order it all worked out.  The trip took about two weeks, part of which was sitting somewhere at O'Hare for about 3-4 days and then at APHIS in ATL for the weekend.  Despite it all, every single thing survived and most have bloomed.
Thanks also to Ken for citing chapter and verse of the regs regarding forwarding from APHIS.  That is exactly as I remembered the rules, but it's nice to see them in writing for those skeptics out there.  The process isn't cumbersome once you understand the rules, and the folks I've dealt with at APHIS knew their stuff and were helpful.
