Phytosanitary Certificates

Down here in Tenn, if one wants to sell plants one can get two grades of Ag licenses, for commercial growers or for hobby growers/greenhouses.  The latter is cheaper and depends on the amount of garden area, altho such growers direct the inspector to a small patch as their official garden while having lots of plants growing all over the property.  The agents wink at this.
When selling plants, some farmers' markets insist that you have a nursery license on hand/on display.  When the local iris club did sales, and rhizomes were contributed by various members, none of whom had licenses, my agent was extremely accommodating and came by, looked at all the plant material (which consisted of washed rhizomes that were totally clean), and issued what they call a Move Permit.  I think for TDA's purposes, this officially allows you to move plants across county lines and to sell them.  The permit was free.
Does anyone have any experience with presenting such a doc as a Phyto Certificate?  It is an official inspection paper that certifies the plant material is clean and free of pests, and that's all a phyto cert says.  I'm sure it varies by receiving country.  A friend took several boxes of my iris back home to Romania with no paperwork at all (Romania has nothing equivalent to APHIS) and just threw it in the overhead bin with the rest of her luggage.  Her mom's iris garden instantly became the envy of her village.
The reason I bring this up is that if Luminita has an equally friendly, helpful county agent, it might be an opening to help our overseas members get back into the SX/BX.  The agent would make one visit, inspect everything, and she could just make copies to stick in the outgoing packages when needed.  My agent brings a tablet, fills in the blanks, and before he leaves my driveway, the permit is on my computer and ready to print.
Just a thought, recalling that I spent 20 years at ORNL where figuring out how to work around the bureaucrats was a crucial survival skill.
