Hymenocallis festalis

About three years ago I bought a Hymenocallis festalis from UC Berkeley Botanical Gardens. It was in bloom and hasn’t bloomed since. It does send up green strap leaves and looks like the bulbs have multipled. I’ve left it in the 5 gallon pot it came in. 

Right now the leaves have sprouted and I water it about every other day. I give it 
16-16-16 SeaGrow once in a while, especially when I saw the green shoots starting up. 
This year I’m gradually moving it into full sun. 

What else should I do to get it to flower again? 

I’m in zone 9b. I think we’re all done with the rains here in SF BayArea. Warm weather up to the 70s and low 80s now.
