My understanding is that the phytosanitary certificate is required for entry into the US, not for the departure from Europe. Of course European countries have their own requirements, but the certificate is a requirement for entry, and the postal authorities are only enforcing the entry requirements of the destination country. A lot of small seed sellers are no longer accepting orders from the United States for this reason.
