Ok, here is what I did.  I entered all the genera I had used in the 2019 and 2020 seed exchanges and then, as Tim had suggested, you can upload a supporting document later on in the process, so I carefully attached my previous permits and explained that what I really wanted was ‘various eligible taxa from various approved countries’ and went ahead and submitted the application.  Five minutes later it was approved with the specific genera that I had listed, so I assume the supporting documentation had no impact on what must be an automated process.  After you get the approval there is a link to the new green and yellow labels for whatever location you desire...
