Jane,

I just spoke with *Export Certification Specialist:
*Evan Pace
USDA, APHIS, PPQ
6035 NE 78th Ct.
Portland, OR 97218
Office: 503-820-2756

He informs me that if all the seed and bulbs destined for Australia are 
gathered in one place and destinated to one address a phytosanitary 
certificate can indeed be issued.

A simple application form must be submitted; and the Export 
Certification Specialist, for the state the material is shipping from, 
must be contacted to schedule the inspection.
